Twin brothers: one flesh and blood, one digital.
Although Netto and Saito were born identical twins, Saito developed an inoperable heart defect and only lived a very short time. The twins' father, a reknowned computer scientist and one of the world's foremost authorities on artificial intelligence, tried desperately to preserve Saito in some form or another. He succeeded in creating a Net Navi built from Saito's DNA, and he named that Navi "Rockman.EXE".
Netto grew up never knowing he had once had a twin brother, and also never knowing that his twin lived on in the form of his digital partner and best friend. At age eleven, Netto finally learned the truth about his brother. Shortly thereafter, a method was found to allow the two brothers to "Full Synchro", essentially becoming one and the same either in the Net or in the real world.
